In order to speed up the promotion and application of new energy vehicles, the “Notice on the Financial Support Policy for the Promotion and Application of New Energy Vehicles in 2016-2020” (Cai Jian [2015] No. 134) and “About the Thirteen Five-Year Plan” jointly issued by the Ministry of Finance and other four ministries "New Energy Vehicle Charging Infrastructure Incentive Policy and Notice on Strengthening the Promotion and Application of New Energy Vehicles" (Cai Jian [2016] No. 7), "Notice on Issues Related to the Approval of New Energy Vehicle Promotion and Application" (财建[2016] 877 No.), "Notice on Adjusting the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles" (Cai Jian [2016] No. 958), etc. After research, it was decided to provide local subsidies for the promotion and application of new energy vehicles in the city. as follows:

First, the scope of subsidies

The implementation area of ​​the local subsidy for the promotion and application of new energy vehicles is Wenzhou City, including Lucheng District, Longwan District, Ouhai District, Dongtou District, Lingjiang Street in the industrial cluster area of ​​Minjiang Estuary, and Wenzhou Economic and Technological Development Zone.

The subsidized products are: (1) listed in the Ministry of Industry and Information Technology, "Vehicle Production Enterprises and Products Announcement" and "New Energy Vehicle Promotion and Application Recommended Model Catalogue", purchased in the urban area from January 1, 2018 to December 31, 2018. And the brand of pure electric vehicles, plug-in hybrid vehicles, fuel cell vehicles; (2) since January 1, 2016, the city has completed the construction of public charging and switching facilities (including charging and replacing power stations, piles and installations, infrastructure) Except for some).

Second, the subsidy object and standard

(1) Subsidy targets. The subsidy target is the construction of urban new energy vehicle consumers and public charging and replacing facilities. In addition to complying with the relevant requirements of Cai Jian [2015] No. 134 and Cai Jian [2016] No. 958, the following requirements must be met:

1. Individual consumers. Individual consumers should be urban household registration personnel, holders of valid “Zhejiang Residence Permits” for urban applications, and non-urban household registration personnel who have continuously paid basic pension insurance for employees in urban areas for the past two years. Non-urban household registration personnel in Zhejiang Province, the resident military personnel (including armed police forces), and Hong Kong, Macao and Taiwan residents, overseas Chinese and foreigners who hold property certificates for more than two years.

2. Unit consumers. Unit consumers should be all kinds of legal person organizations registered in the urban area, including enterprises and institutions, people's organizations and social organizations. The accumulated mileage of the application for subsidized vehicles must reach 30,000 kilometers (except for special vehicles for operation).

3. The main body of public charging and replacing facilities. Construction units that invest in the construction of public charging and replacing facilities in the urban area (except for financial allocation units).

(2) Subsidy standards and requirements

1. New energy vehicles purchased by consumers in urban areas shall be given local subsidies in accordance with 50% of the central financial subsidy standards. The maximum subsidies for new energy trucks and special vehicles shall not exceed 30,000 yuan; micro-pure electric vehicles (wheelbase 2000) -2200mm) Local subsidies are granted in accordance with 25% of the central financial subsidy standard. The maximum subsidy per vehicle is not more than 10,000 yuan.

2. The total amount of financial assistance for the central and local governments shall not exceed 50% of the sales price of the vehicle (the sales price shall be in line with the fair price of the market). If the total amount of the subsidy is higher than 50% of the sales price of the vehicle, 50% of the sales price of the vehicle shall be deducted. Calculate the amount of local financial subsidies after the central financial subsidy.

3. Locally subsidized new energy vehicles are limited to initial registration vehicles. If an individual consumer purchases a new energy vehicle, the number of vehicles that can enjoy local subsidies is no more than one.

4. New energy vehicles that enjoy local subsidies shall not be transferred within 2 years from the date of initial registration. The application for local subsidies for new energy vehicles purchased by unit consumers must be operated in this city and must not be operated at different locations.

5. The charging and replacing facilities shall be subsidized according to the actual investment amount (subject to the project audit report), and each fast-fill pile subsidy shall not exceed 20,000 yuan, and each slow-fill pile subsidy shall not exceed 2,000 yuan.

(3) Source of funds. The local subsidy funds shall be arranged by the municipal and district finances, and shall be undertaken by the municipal and district levels according to the current system. The channels for disbursement of funds shall be uniformly arranged by the Municipal Finance Bureau, and shall be issued by the Municipal Development and Reform Commission according to procedures, and the funds for each district shall be settled at the year-end settlement. .

III. Application, review and issuance of subsidy funds (1)

The new energy vehicle sales unit and the public charging and replacing facility construction unit are the main responsible for the declaration of local financial subsidy funds.

New energy vehicle manufacturers that are not registered in the urban area must purchase industrial and commercial vehicles in the urban area or entrust a car sales organization with independent legal personality in the urban area.

When selling new energy vehicle products, the new energy vehicle sales unit will settle the price with the consumer according to the deduction of the central and local subsidies, and then apply for the local subsidy funds that have been paid in accordance with the procedures.

(2) Registration and filing

The local subsidy fund for new energy vehicles shall be registered and filed. The urban new energy vehicle sales unit shall register with the Wenzhou New Energy Automobile Industry Development Leading Group Office (located in the Municipal Development and Reform Commission) and submit the annual new energy vehicle promotion plan (fill in Annex 4-5). Enterprises that fail to perform the registration filing process will not be subsidized.

(3) Application for new energy vehicle subsidy

The subsidy funds are declared once a quarter. Fill out the “Application Form for Local New Subsidy for Buying New Energy Vehicles in Wenzhou City” by qualified new energy vehicle sales unit, and bind the application form and the copy of the following materials into a book, within 10 working days before each quarter, The Municipal Development and Reform Commission has submitted a grant application. The applicant must provide the following application materials:

1. The organization code certificate, business license and tax registration certificate (or unified social credit code) of the new energy vehicle sales unit;

2. The inspection report of the sold new energy vehicle models issued by the testing agency approved by the General Administration of Quality Supervision, Inspection and Quarantine;

3. (4) Application for subsidy for charging and replacing facilities

The subsidy funds are declared once a quarter. Fill in the “Application Form for Local Subsidy Fund for Wenzhou District Charging and Replacement Facilities Project” by the qualified charging and replacing facilities construction unit, and bind the application form and the copy of the following materials into a book, within 10 working days before each quarter. Submit a grant application to the Municipal Development and Reform Commission. The applicant must provide the following application materials:

1. The organization code certificate, business license and tax registration certificate (or unified social credit code) of the project investment construction unit;

(5) Examination and issuance

After the approval of the materials submitted by the applicant, the Municipal Development and Reform Commission will publicize the results of the review and the amount of the proposed subsidy on the portal of the Municipal Development and Reform Commission for 5 working days, and will publicize the non-objectioned subsidy opinions to the Municipal Finance Bureau and copy them to the districts.
