1. Purchase conditions

The unit for this (batch) negotiating procurement project is the unit of the State Grid Jilin Electric Power Company (hereinafter referred to as the "project unit"). The funds come from the project owner's own funds and the purchaser is State Grid Jilin Electric Power Co., Ltd. The project has acquired the procurement conditions and the project is now undergoing open competitive negotiation and procurement.

2. Purchase content:

For details, please refer to the “List of Negotiation Items for the Fourth Batch of Non-Materials Fragmentary Projects and Service Agreements for the State Grid Jilin Electric Power Co., Ltd. in 2017” (hereinafter referred to as the “Project Requirements List”) (Annex 1).

The basic requirements for the performance qualifications of the respondent's qualifications, where the other parts of the document are inconsistent with this list, the schedule for the requirements of Annex 1 shall prevail.

3. The respondent qualification requirements:

3.1 General Qualification Requirements

(1) Independent legal persons or other organizations registered in the territory of the People's Republic of China and have the ability to undertake procurement projects.

(2) Two or more legal persons, parent companies, wholly-owned subsidiaries and their holding companies whose legal representative is the same person may only have one respondent who participates in the same package.

(3) Safety and Quality Requirements

The respondent must not have one of the following situations:

In the year prior to the date of opening of the bid, there was a large personal fatal accident or a major quality accident due to the respondent.

A general personal death or major quality accident due to the respondent occurred within six months;

A general quality accident caused by the respondent occurred within three months.

(4) Credit requirements

With good financial status and business reputation, it has not been notified of bad behaviors in the course of recruiting response activities, contract performance, and on-site service in the past three years.

The respondent must not have one of the following situations:

In the three years prior to the bid opening date, there was a problem of defrauding or serious breach of contract;

Two years prior to the date of bid opening, there existed violations of state laws regarding the prohibition of subcontracting.

The respondent has not been ordered to suspend business, property has been frozen, taken over, or went bankrupt. The respondent’s financial status is normal for the past three years and can meet the needs of the negotiation project.

3.2 Special Qualification Requirements:

Please refer to the “Project Requirements List” for the performance requirements of each standard package.

3.3 The person in charge of the unit is the same person or a different unit that has a controlling or managing relationship and may not participate in the negotiation of the same standard contract for this batch of procurement projects at the same time.

4. Access to negotiation documents

4.1 The implementation of online electronically published competitive negotiation procurement documents will no longer sell paper competitive negotiation procurement documents.
