The comprehensive traffic hub project of Changsha South Bus Station has been approved by the construction of Chang Fa Gai [2015] 592. The construction fund is self-financed by the enterprise and superior subsidies. The inviting party is Hunan Longxi Communication Development Group Co., Ltd. The project implementation unit is Hunan Longjing Changnan Integrated Transportation Hub Construction Investment Co., Ltd. The project has already met the conditions for tendering, and the tender for the high- and low-voltage power distribution design and construction of the southern block transportation hub of the project is now open.

2. Project overview and scope of tender

2.1 Project Name: South Block Transportation Hub of Comprehensive Traffic Hub Project of Changsha South Automobile Substation

2.2 Construction site: Southeast corner of the intersection of Shaoshan Road and Shidai Sunshine Avenue in Yuhua District, Changsha City

2.3 Construction Scale: This tender is the high-low voltage distribution design and construction general contracting for the South Plot transportation hub. High voltage is introduced from the national 220KV and 110 KV substation wiring to the project's red line edge and indoor high and low voltage distribution, including transformers, low voltage Outlet cabinet, the bidding control price for this project was RMB 5,468,858,350. (Note: The inner part of this project refers to the high-voltage cabinets from the central power distribution room to each distribution room to the transformer to the low-voltage cabinet. The outer part refers to the outdoor loop in the red line from 220KV and 110KV substations to the project. 2.4 Scope of Bidding: The bidding scope of this project is the general contracting for the design and construction of the high- and low-voltage transmission and distribution systems, power systems, lighting systems, and disaster prevention and mitigation systems for the south-car transport hub of the South South Railway Station, including the introduction of high voltage, from the country. 220KV and 110KV substations shall be connected to all the installations of the low pressure outlet cabinets of the project from the red edge to the indoor distribution room and the construction of pipe fittings, pipe jacking, road removal, road restoration and other ancillary works. The external line part shall be designed with the design of the construction drawing and the interior part Optimize the design and provide all relevant procedures and costs for the construction site coordination service, construction drawing budget, construction, equipment procurement, installation, and the project's electricity installation, approval, commissioning, testing, acceptance, transmission and other links (dual power supply (Excluding high reliability guarantee costs and pre-existing electricity charges) and spare parts, equipment, operation, maintenance and training services of the equipment during the warranty period; this project is a “turnkey project”, and the total external power load of the external part is designed and constructed at a time according to 38000KW. When it is in place, it shall apply for power transmission in batches according to the requirements of the tenderer and the implementation progress of the project. 2.5 Duration: The total construction period is 180 calendar days (including design, procurement, construction and installation, commissioning, acceptance, and power transmission, etc.).

2.6 Quality standards: The design meets the requirements of the current relevant design specifications and the main points of the project design; the construction meets the requirements of the “Construction Quality Acceptance Specifications” and passes the acceptance inspection of the power department.

2.7 Warranty requirements: The construction shall be carried out in accordance with the relevant provisions of Decree No. 279 of the State Council in 2000.

3, bidder qualification requirements

3.1 The Bidder shall have independent legal personality and obtain a business license in accordance with the law. The business license of the enterprise shall be within the validity period; the foreign enterprises of Hunan Province shall go through the registration of the basic conditions of the enterprises outside Hunan Province according to the requirements of Xiangjian Jianjian [2015] No. 190 ( Hunan Province Housing and Urban-Rural Construction Network "subject to pre-qualification" or have a corresponding Xiangxiang Registration Certificate (within the validity period) (both parties shall meet this requirement).

3.2 The bidder must have the following two qualifications issued by the construction administrative department:

1 Qualifications for Grade A and above in general contracting of power engineering construction;

2 Grade A and above design qualifications in the power industry or Class A or above design qualifications in the power industry (including transmission and transmission), or Grade A qualifications for engineering design.

3.3 The company has an effective construction enterprise safety production license, and the safety production license is in the validity period; and there are three valid types of electric facilities permit: bearing, repair, and test. (Commonwealth bid, this is the joint leader)

3.4 In the past 3 years, the company has been effective within 36 months before the deadline for submitting tender documents. The date of the completion unit's signature on the completion acceptance data shall prevail. At least one project has been selected as a short-listed project. The short-listed project performance means that the individual contract amount is 20 million yuan and above of the power engineering construction project short-listed project performance. 3.5 Personnel Requirements for Construction Key Posts:

3.5.1 The staffing of key positions in the Construction Project Department shall strictly comply with the requirements set out by Xiang Jianjian [2015] No. 57 “Management Measures for Key Positions of Construction Project Departments and Site Supervision Departments”, that is, at least one person responsible for construction projects , 1 person responsible for technical project, 2 construction workers, 2 safety personnel, 1 quality personnel. Personnel in key posts must not have projects under construction; legal representatives and general managers of bid applicants are not accepted as key positions in the project.

3.5.2 The person in charge of the proposed construction project is qualified with the qualification of registered construction engineer of the registered department of electrical and mechanical engineering of the Ministry of Housing and Urban-Rural Development, and the project leader of the provincial housing and urban-rural development administrative department. The authorized entrusted agent must be the person responsible for the project to be constructed for this project.

3.5.3 The person in charge of the proposed technology shall have a senior professional title or above in the electric power related profession;

3.5.4 The construction worker obtains the qualification certificate of the construction worker issued by the provincial department of housing and urban-rural development; the safety officer obtains the C certificate of safety assessment; the quality member obtains the qualification certificate of the quality officer issued by the provincial department of housing and urban-rural development. The above qualifications should be within the validity period.

3.5.5 If the key personnel of the construction project department of a foreign enterprise hold a post qualification certificate issued by the provincial housing and urban and rural construction authorities, the certificate should be able to check the authenticity through the Internet, or be provided by the provincial department of housing and urban and rural construction. The original certificate of authenticity of the certificate. Enterprises outside the province shall be provided with the construction administrative department at the prefectural (municipal) level or above in which the enterprise is located to provide the key personnel of the construction project department with no original construction certificate or official inquiries website. 3.5.6 The person in charge of the construction project to be appointed for the bid, the project technical person in charge, the safety officer and the quality officer must be the incumbent of the company (submission of the social guarantee issued by the labor and social security department within 3 months before the closing deadline ).

3.6 The person in charge of the design of the project to be appointed shall have a registered electrical engineer (transmission and transmission and transformation) qualification certificate, and is a social security certificate issued by the labor and social security department of the company within three months from the deadline for submission of the tender deadline. ).

3.7 This project accepts the Commonwealth bid.

The bid for the consortium shall meet the following requirements:

(1) Consortium members shall sign a consortium agreement in accordance with the format provided in the bidding documents to clarify the consortium leader and the rights and obligations of the parties. Each member of the Consortium shall, in the course of bidding, contracting and performance of the contract, liaise with the tenderee according to law. responsibility.

(2) A consortium made up of units of the same profession determines the qualification level according to the unit with the lower level of qualification.

(3) After signing a consortium agreement, members of the Consortium shall no longer submit separate bids in their own names, nor may they form new consortia or participate in other consortiums bidding in this project.

(4) In the case of bids in the form of a consortium, the bid security shall be submitted in the name of the consortium leader and shall be binding on all members of the consortium.

(5) The legal representative of each member of the Commonwealth shall issue a power of attorney to authorize the same person as the agent to handle the bid. The power of attorney shall be signed by the legal representatives of the members of the Commonwealth and shall be affixed with the seal of the corporate legal person.

(6) Other requirements: The number of consortium members shall not exceed two, and the consortium leader shall have the qualification of general contractor of the power engineering construction graded at least one grade and higher issued by the construction administrative department.

3.8 The enterprises and construction divisions prohibited by the documents of Changsha Municipal People's Government and Construction Administrative Departments that are prohibited from participating in the construction of government-level investment projects in Changsha cannot participate in this tender.

3.9 Legal persons, other organizations, or individuals that have a stake in the bidder and may affect the fairness of the bid invitation may not participate in the bid. The person in charge of the unit is the same person or a different unit that has a controlling or managing relationship and may not participate in bidding at the same time. 4, bid evaluation methods and qualifications

The design of the bid evaluation method of this project is based on the "Measures for the bidding and bidding of survey and design of engineering construction projects" (Decree No. 2 of 8 ministries and commissions, revised in 2013); the construction part refers to the "comprehensive evaluation" in Long Jianfafa [2014] No. 259). 5, bid security
