The report promises that the goal of the State Grid in 2011 is to achieve a 99.538% pass rate for the city's power supply voltage, control the average power outage time per household within 7 hours, increase the pass rate of rural power supply voltage to 97.68%, and control the average outage time per household within 29.6 hours.
