China will fully implement electronic information product pollution control certification

The Ministry of Industry and Information Technology officially issued yesterday the "National Uniform Implementation Rules for the Voluntary Certification of Pollution Control of Electronic Information Products." In order to ensure the effectiveness and operability of the implementation of the certification system, the CNCA and the Ministry of Industry and Information Technology have also published the Catalogue of Voluntary Certification for Pollution Control of Electronic Information Products (the first batch) that has been uniformly promoted by the State.

The industry believes that this move means that the pollution control of electronic information products will be fully started.

The "Regulations" proposes that pollution control refers to measures taken to reduce or eliminate toxic and hazardous substances or elements contained in electronic information products; pollution control certification refers to standards, and to reduce or eliminate the content of electronic information products contained in the six The assessment of the effectiveness of a toxic or hazardous substance or element that has been proven to be effective.

The Ministry of Industry and Information Technology believes that the introduction of the Detailed Implementation Rules aims to further promote the pollution control of electronic information products in China, protect the environment and human health, and promote the sustainable development of the electronic information industry.

The "Regulations" make it clear that certification work applies to products such as complete machines, components, parts and components, and materials. Among them, the first batch of complete products include computers, television sets, mobile phone terminals, and telephone sets.

Industry insiders believe that although the pollution control certification itself is voluntary, but the whole production enterprise of electronic information products will be more willing to choose certified materials and parts products, thereby shortening the certification cycle of its own products, reducing certification costs and risks , so pollution control certification can also be understood as having a "semi-mandatory" or "corporate mandatory" certification.

This means that electronic parts products and electronic materials products have also faced a new round of certification tests, and SMEs with insufficient strength have therefore been eliminated.

The reporter learned that the competent department will adopt a series of support measures in order to apply for pollution control certification. The specific support policies include: promoting the adoption of mandatory certification of electronic information products for pollution control certification of the results of pollution control certification; seeking financial departments to give priority to government procurement for products that meet pollution control voluntary certification; in accordance with the principle of equality and mutual benefit, promote pollution control voluntary Certified international mutual recognition; formulate relevant measures to promote the research, development, promotion and application of new technologies for electronic information product pollution control.
